Dear {Librarian},
I am writing to request forgiveness of my library fines in the amount of {amount}. My financial situation is {situation}, and I simply cannot afford to pay these fees.
Also, please let me know if there are any "amnesty days" coming up. I still have one book out and I've heard that if I return it on one of these days, I won't be assessed a fine for that book at all.
I greatly value my local library, which I know is underfunded, and I don't want to take advantage of it. I simply do not have the funds to pay these fines at this time. I'd be happy to volunteer some hours, either shelving books or working the book sale or whatever you need. I am available at {times}.
Thank you for your consideration. If I am allowed borrowing privileges in the future, I will be certain to develop a new system to keep track of due dates.
